ARTICLE I – ORGANIZATION
SECTION 1 – Meetings

a. Regular monthly meetings shall be held on the forth Monday of every month at a time and place specified by the Executive Committee. The chair may decide to skip the December meeting and any meeting that is scheduled near a public holiday.
b. Online voting. Party business may be conducted via email by following the procedures outlined here.
1) The Treasurer will maintain a current list of paid members and will attempt as much as possible to maintain a current an accurate list of member email addresses.
2) Upon request by a local member, the treasurer shall forward email addresses of paid local members to other local members for purposes of discussing and voting on party business.
3) Any member may make a motion via email. Additionally an email list service may be used. All members, as determined by the Treasurer, are required to be notified of the motion and must be included in all subsequent messages, motions and votes.
4) In general parliamentary procedure shall be followed regarding motions, amendments, closure, etc. All motions and responses shall be directed to all local members on the email list.
5) The Chair will monitor motions and debates and unless a closure motion is otherwise made, may close debate at any time as long as no one objects and put the motion to a vote except that a minimum of three calendar days shall be allowed for debate of any main motion. Once the Chair closes debate and puts the question to the body, members will have up to one week to vote via email. All votes are by a majority of those voting. If a majority of members vote in favor of a motion the Chair can accept the motion as passed and subsequent votes will recorded for the record.
6) The secretary will maintain a copy of all votes and report them at the next monthly meeting.

SECTION 2 – Dues

a. Dues are $15 per year for the LP of York County including county committees.
b. Anyone contributing $250 or more to the LP of York County (including county committees) in the prior calendar year (Jan to Dec) will have dues waved for the next year.
c. For 12 hours of volunteer time at officially sponsored events, an individual will be eligible for a local, state and national membership. Officially sponsored events must be formally approved by the board.

SECTION 3 – Election of Officers

a. Beginning in 1997, officers shall be nominated at the meeting held in January of each year with election of Officers to be held at the February meeting.

SECTION 4 – Permanent Committees. The following permanent committees are established.

a. Membership/Outreach
b. Publicity/Public Relations

Section 5 – Permanent positions, the following positions established.

a. Assistant treasurer/ accountant – responsible for all bookkeeping functions. Individuals are appointed by Chair who determines duties and responsibilities.
b. All persons holding permanent positions must be members of local party

ARTICLE II – ELECTION TO PUBLIC OFFICE

SECTION 1 – Endorsement of candidates.

a. All persons running for elective office in York County must have the endorsement of the county party or an authorized county committee.
b. Minimum qualifications to be endorsed to run for an office shall be as follows: must be a member of the county party or a county committee; must be a registered libertarian; and must be a member of the state and national LP.
c. The county party can waive the minimum qualifications specified in b above by majority vote of those present.

Section 2 – Vacancies

Any vacancy occurring on the libertarian Party ticket for any office to be voted solely by the electors of any borough, township, ward, precinct or single voting district within the County of York may be filled by the members of the County Party at a meeting convened in accordance with the rules of the County Party; the results of any said action to be certified to the County Chairman.

Changes to Constitution and By-Laws from September 18, 2000 on.

Per 9/18/00 board meeting:

Eliminate subsection b in Article I section 2 of the By-Laws (student membership) which read:

b. Individuals who are defined to be students will be required to pay $15 dues for membership in the LP of York County and $10 if they are or become a member of the state or national party. Enrollment in a school shall normally define an individual as a student, however this may be further interpreted by the executive committee.

change c to b and d to c.

Add a new section d to read:

The following Constitution Change was passed on June 25, 2007

Insert in Constitution in Article V as a new Section 5

SECTION 5 – ONLINE VOTING. Motions and votes on motions may be made by use of email and/or the Internet. The specifics on online voting will be detailed in the bylaws including the votes required to pass motions. Changes to bylaws, the constitution and nomination and election of officers are exempted from this rule; such votes must be done at meetings with members in attendance.

The following Bylaws Change was passed on June 25, 2007

Insert in Bylaws in Article I, Section 1 as item b.

The following Bylaws Change was passed on December 28, 2009

Change the current language of Section 2 a of the Bylaws:

from:
Dues are $25 per year for the LP of York County (including county committees) except where the member is or becomes a member of the state and national party in which case dues will be reduced to $15 per year.

to:
Dues are $15 per year for the LP of York County including county committees.
And delete Section 2 c of the Bylaws [c. For members of the state or national party who join the Libertarian Party of York County, Libertarian Party of York County dues may be prorated in order to synchronize expiration dates. The procedure may be applied to existing memberships.]

The following Bylaws Change was passed on January 25, 2010

add to Article I, Section 1 a,
The chair may decide to skip the December meeting and any meeting that is scheduled near a public holiday.

And change the meeting day from the third Monday to the forth Monday in the first sentence of Article I, Section 1 a.
